also, if you're interested in adding some of the GD3 scenarios, did you know that GD4 is backwards compatible? If you have a GD3 save file you can load it into GD4 by pressing the "Load GD3 Save" button in the bottom right corner in the main menu. It's very basic and not very reliable, but it works.

The navy is a very glitchy mechanic that I gave up working on 6 months ago, which is why it's off by default. I just keep it in the game because I'm too lazy to actually remove it entirely, also I thought some people might like it despite its flaws.
I was looking through the comments and saw a idea about population, it's not a bad idea because Algeria spawned 147 million troops in one turn (with their normal borders) . so i'd seriously consider that idea:)
And possibly a way to ally with ai? maybe like a 50/50 chance for them to say yes or no? anyway, it's just a thought, so you don't have to use my idea if you don't like it:)
The fact you're willing to dedicate that much time to creating it is very impressive, and now I'm extremely interested about what it'll look like when it's released ๐
Could you add different ideologies to the game? I think It would be quite cool to see different perks to each Ideology. You could also expand on this and have a way for the player to make puppet states
Why can't I send soldiers to a country I'm not a neighbor of? Example: I am Spain and I declared war on Belgium, why can't I send soldiers there? Just because I don't share a border with them?

I was thinking that a hybrid between gd4 and greater hexes would be cool
It might be, but hex edition was very annoying to work with so I don't think I'll be doing anything like that anytime soon

uhmso when i try to load it to start on my devices it just wont load at all or it will just crash after a while

If HTML files aren't working you could try downloading turbowarp and then downloading the latest SB3 file here to load onto turbowarp
You should add wastelands like you did in GD3. Countries like Russia and Canada are overpowered without them.

I'm not entirely sure what you mean by "sheeps", but nuclear weapons can be obtained by researching Artillery V

That would be a very cool idea! Though it would be difficult to implement, so I probably won't get around to making it anytime soon.
