Update 4.10.0 - The Trade Update

- Fixed a glitch where giving the AI full control of your country would allow it to declare war on your neighbors, which could be an issue if your neighbor was, say, twice as strong as you
- Reworked the fort system so that forts now only take 1 turn to build, but are more expensive
- Viewing another country now shows the money they have instead of the money you have
- Trade deals can be conducted in game (please note that the ai will not accept any deals)
- Compressed Save / Map / Tournament Files so now they take up much less space
- Game Info now shows resource multipliers and army damage multipliers
- AI no longer researches passive income when it doesn't know what to do
- Army Damage can now be upgraded with Research
- Made the scenario scroll bars 2x faster
- Forts can now be upgraded to level 6
- Added more flags
