Fixed an issue where when you’re playing as spectator and when not touching anything unclaimed provinces are at war with you
Fixed the Countries in Tournament Europe not having researched anything
Improved the AI so that it prioritizes passive income when it has an income of less than 5
Added passive income to game info displayed in spectator mode
Added an option for the AI to be completely peaceful
Fixed another connection issue with a province (the one under kaliningrad)
