Saharan War

The year is 1996. The Rot has consumed most of the world, yet for some reason it refuses to spread into the Saharan Desert. Is it because of the heat? The severe lack of water? Whatever the case, there are now only 2 countries that remain, Algeria and Libya. The rest of the desert has been taken over by various Tuareg and Toubou tribes. Can you convince Pierre, the ruler of Algeria, to declare war on Libya and annex the last remaining country?
